STUDY SESSION MINUTES

Board President Natalie Hagglund called the meeting to order at 5:00 PM and announced the statutory waivers/suspensions of the Open Public Meeting Act (OPMA) cited in the Governor's Proclamation 20-28.11 have been extended, including that boards conduct meetings remotely and not in person, therefore, the October 20, 2020 Study Session will be held using the Zoom platform.

Board Members Present: Natalie Hagglund, Ken Christoferson, Charlotte Murry, Miranda Evans and Al Schreiber. 

Maurene Stanton, Executive Director of Human Resources provided background on steps taken to-date regarding review of proposed policy 4302, Limiting Immigration Enforcement in Schools. Ms. Stanton introduced district counsel Char Eberhardt, Perkins Coie, LLP, who provided context around the Attorney General's development of the model policy; he reviewed related statutes for the board and provided detailed input regarding the proposed policy. Discussion followed. The Board agreed additional review is needed. Mr. Eberhardt will research the deadline for adopting said policy and board members were encouraged to provide individual input to Maurene Stanton via email. A suggestion was made by Director Murry to find out if any other schools districts have adopted this policy and whether they have made any modifications. 

Mr. Eberhardt provided context around revised policy 3211, Gender Inclusive Schools, a policy he noted was prompted by legislative action in 2019. Mr. Eberhardt noted the proposed changes made to the district's current policy 3211 would align with the policies WSSDA, in conjunction with OSPI, adopted based on legislation. Discussion followed. 

1) Proposed New Policy 4302 Limiting Immigration Enforcement in Schools
2) Revised Policy 3211 Gender Inclusive Schools

ADJOURNMENT
Natalie Hagglund adjourned the study session at 5:50 PM and announced the Board would take a ten minutes break before calling the regular meeting to order. No action was taken.

REGULAR BOARD MEETING MINUTES

CALL TO ORDER
Board President Natalie Hagglund called the regular board meeting to order at 6:00 PM and 
announced the statutory waivers/suspensions of the Open Public Meeting Act (OPMA) cited in the Governor's Proclamation 20-28.11 have been extended, including that boards conduct meetings remotely and not in person, therefore, the October 20, 2020 Regular Board Meeting will be held using the Zoom platform. 
President Hagglund shared about opportunities within the agenda for the public to speak.

Student Advisor Kiki Ruljancich was present and it was noted Andrew Norton was absent (excused). 

Natalie Hagglund announced voting would be taken by oral roll call.

APPROVAL OF AGENDA
Natalie Hagglund motioned to amend the agenda to pull recognition for Twin City Elementary, noting the district did not receive the information needed to make the recognition and will move it to an upcoming board meeting.

Charlotte Murry moved to approve the Amended Agenda for the October 20, 2020 Regular Board Meeting; seconded by Miranda Evans.

STUDENT ADVISOR REPORT

Student Advisor Kiki Ruljancich reported Lincoln Hill High School has selected ASB officers as follows:
President: Caitlyn Burchard
Vice President: Peter Shanholtz
Treasurer and Secretary: Madalyn Thornton

Kiki reported Lincoln Hill High School staff are re-starting the family assist team and pairs of staff members will visit families to connect and support them during distance learning.

ITEMS BROUGHT UP BY BOARD MEMBERS

Natalie Hagglund reflected on fluctuating guidelines from health departments and expressed appreciation to staff, community, and families for being flexible and understanding about what is out of the district’s control. Director Hagglund added her hope is to get kids back in buildings as quickly as possible but the district also wants to keep everyone safe; she extended her thanks to all for being patient during the process.

Miranda Evans' comments included thanking everyone for their good work and making the best of the situation; she shared about Don Vennetti's recent recognition as Classified Employee of the Month, commending Don for his efforts to make sure students are getting fed during this time; and, she expressed appreciation for bringing the recognition program back and the opportunity to honor Don.

Ken Christoferson expressed appreciation for the information received at the study session. Director Christoferson reflected on rigor, from an educational aspect for students, to the point where students may struggle to keep up. He added the willingness of teachers and staff to recognize this and work to address issues is appreciated and he thanked them.

Charlotte Murry offered appreciation for the study session, noting a lot of information was covered. Director Murry gave a shout out to Don Vennetti for his hard work and what he’s been able to accomplish since the start of COVID.  Director Murry shared she is glad everyone is trying to stay as healthy as possible as the district continues to move forward, adding she appreciates parent and community willingness to extend the district grace during this time.

Al Schreiber echoed board member comments. Director Schreiber added his thanks to Dan Johnston for the technology issues he’s worked on and to Ryan Ovenell for his work to expand the program at Lincoln Hill High School and Saratoga. Director Schreiber also thanked the district’s community partners for what they have been doing during this difficult time.

Jean Shumate shared she had a meeting with Dr. Spitters who made it clear the district can stay with the populations currently being served in schools but cannot expand at this point because of increased rates of COVID. Dr. Shumate shared her meetings with Dr. Spitters will be weekly instead of every other week, with continued monitoring, and she will keep the board posted.
