School Board

The Stanwood-Camano School District’s Board of Directors consists of five citizens who reside within the School District. Board members are elected by voters to serve four-year terms on a staggered basis. Their authority is established  by the Washington State Legislature (in Section 28A of the Revised Code of Washington), and they act under the direction and restrictions of state law. The School Board's legal responsibilities are to:

  • Establish general policy for the school system.
  • Employ school personnel upon recommendation of the superintendent.
  • Adopt the annual operating budget.
  • Exercise the legislative powers conferred by the Legislature in overseeing school functions.
  • Select the superintendent of schools.

The board is the policy-making body for the district, while the superintendent is responsible for implementing those policies and plans. (See organizational chart below.)

Individual board director’s authority is limited to actions taken by the board as a whole when the board is legally in session. Board members do not assume the responsibilities of administrators or other employees.

Board directors are volunteers who invest time and considerable energy into assuring that schools are providing the best education for children. They appreciate community involvement and input regarding the operation of the district. The board can better represent the community when district residents, students, staff members, and parents take the time to express their opinions and raise questions.

Al Schreiber was re-elected in November 2017. He received his BS in Business Administration from Trine University in 1972 and his Masters from Willamette University’s Atkinson Graduate School of Management in 1977. He is retired after 36 years in law enforcement. As a Senior Special Agent his duties included adult education/training and his last 9 years were spent at the Federal Law Enforcement Training Center and assignments to the International Law Enforcement Academy. For the past 19 years he served as an instructor teaching “Leadership” around the world. Al lives in the Warm Beach area with his wife, JoAnne (a teacher/administrator), and their triplets.

Charlotte Murry was elected to the Board in November 2019. She is a 20-year resident of Camano Island and life long Washington resident.  Charlotte currently works as an Executive Administrator for the Snohomish & Island County Labor Council.  She has been a very active volunteer in the community while raising her three children in the school district; her youngest, currently attending the high school.

Miranda Evans was elected to the Board in November 2019. A graduate of Stanwood High School, Miranda received her Bachelor of Business Administration from Gonzaga University.  She works for a large auto insurer as a Property Damage Specialist, while also helping her husband with their local real estate company.   Currently, she lives on Camano Island with her husband, Jerry, and their two girls who attend school in the district.

Debbie Bayes was appointed by the Board of Directors at a Special Meeting on January 9, 2023, to serve as District 4 Director for the remainder of the term ending December 2023. She was born and raised in Stanwood but has spent many years living and working in Muslim, Jewish, and Christian contexts in the Middle East as well as in secular contexts on the university campus in the US. Her doctoral thesis focused on developing intercultural competence among leaders of a reconciliation organization in Israel-Palestine. Debbie has provided training on the development of intercultural competence for international workers.

Natalie Hagglund was re-elected to the board in November 2019. She graduated from Stanwood High School and previously worked as a classified substitute employee for the district. Natalie is a preschool teacher, bookkeeper and piano accompanist, an active PTA member and volunteer. She lives in Stanwood with her husband, and has two children in school in our district.
