BOARD OF DIRECTORS STUDY SESSION
July 29, 2020 - 2:00 PM

MINUTES

CALL TO ORDER 2:00 PM 

Natalie Hagglund called the special meeting to order at 2:00 PM and announced that the Washington State Legislative Leadership extended the statutory waivers/suspensions of the Open Public Meeting Act (OPMA) cited in the Governor's Proclamation 20-28.6, including that boards conduct remote meetings and not in-person; and, therefore, the Stanwood-Camano School District Board of Directors July 29, 2020 Study Session is being held using the Zoom platform.

DISCUSSION TOPICS

1) Dr. Chris Spitters, Snohomish Health District, Recent Update

Superintendent Shumate shared information with the Board regarding today’s announcement from the Snohomish Health District and Health Officer Dr. Christopher Spitters, that school district’s should plan for distance learning at the start of the school year. Maurene Stanton reviewed with the Board and Superintendent Shumate a family communication that would go out today announcing the district will provide Continuous Learning 2.0 for all families beginning September 3, 2020, as a result of the health district recommendation.

2) August 4 Reopening Schools Presentation 

Superintendent Shumate reminded the Board that the current Open Public Meeting Act statutory waivers/suspensions regarding holding remote meetings expire prior to the Board’s August 4, 2020 regular meeting. Discussion followed on using the boardroom as a physical location for the public to view the meeting on screen combined with a zoom meeting facilitated by the School Board, to allow for maximum attendance if the suspensions/waivers are not extended. It was noted the Schools Reopening Plan is on the August 4, 2020 agenda. Social distancing and safety protocols will be followed for boardroom use.  

3) Evaluation Systems

Natalie Hagglund facilitated a discussion on best practices for the superintendent evaluation system, noting state law requires School Board’s to establish evaluation criteria and procedures. The Standards-Based and Outcome-Based evaluation systems were discussed.  Further discussion ensued on evaluation systems the Board has used in the past, what has worked well, and what improvements can be made to the process. No more than two Board members will collaborate further on the development process and information will be brought to a future study session.

4) Review Existing Board Goals

Natalie Hagglund facilitated a discussion on best practices for the school board evaluation process and on the framework that the Stanwood-Camano School District Board has used in the past. Board members discussed ways they would like to see the process improved to better inform district staff and the community. Natalie Hagglund reviewed board goals set in 2018-19 and carried over to 2019-20. Additional discussion determined the framework for evaluations, goal setting and expectations will be ongoing work and brought to a future study session. Ken Christoferson suggested looking at the methodology other districts use, including Northshore. The Board will be polled for a date to hold a study session regarding the goals process within the next few weeks.
